Western Oregon University Friends and Colleagues:
Welcome to the WOU Governance web site, designed to inform and engage you in the Fall 2013 discussion of governance options for Western Oregon University.
With the passage of Senate Bill 270 in the 2013 Legislative Session, the University of Oregon, Portland State University, and Oregon State University will establish their own institutional governing boards. Those boards become effective on July 1, 2014.
We, at Western Oregon University, must now examine several options for a governance structure for our future. The time frame for our discussion is short. Before winter and with your input, I will make a recommendation as to which option(s) to pursue.
We will update this site regularly in the "Documents" tab as information further clarifying our governance options becomes available. We will continue to conduct campus conversations and community forums; I thank you for your enthusiastic interactions during our first several meetings these first two weeks.
Your input is important! Please familiarize yourself with the materials on this web site, keep alert to upcoming events, and share your ideas in the comments section of this web. After I receive your comments, I will publish content appropriate for public consideration.
As you consider the options, please consider the following:
• a consortium board is feasible with the participation of likely all four TRU institutions only,
• a request for independence requires an approved university business plan that must be based on the states goal of an educated Oregon citizenry and 40/40/20, followed by a strategic plan to accomplish that goal, together with a long-term fiscally sustainable financial plan, and
• we await OSBHE definitions of what an affiliate campus means and what business plan assumptions may be mandated as we proceed in our deliberations. This last point underscores the importance of our ongoing continuous improvement efforts during our Window of Opportunity (WOO).
Lastly, I encourage our various constituent groups on campus (senates, divisions, departments, and other components) to discuss amongst yourselves, inviting me or others to your discussions should you desire, and provide me your thoughts. A survey instrument is provided below to assist in obtaining your input. My thanks in advance for participating in this important discussion.
