The 2006 official opinion of the Attorney General of Virginia represents the attorney general's analysis of the law based on his thorough research of existing statutes, the Virginia and United States constitutions, and relevant court decisions. Such advice is provided to ensure client agencies are in compliance with the law. The law is clear in this regard that no state agency can require a contractor pay a "living wage."
