The VHCC Faculty & Staff Manual (VHCC F&S Manual) contains information regarding the structure, organization, policies, and procedures of the College based on applicable state laws, and regulations emanating from the State Council of Higher Education for Virginia (SCHEV) and the State Board for Community Colleges as defined in the Virginia Community College System (VCCS) Policy Manual. In addition, the VHCC F&S Manual contains locally developed policies and procedures.
The VHCC F&S Manual is organized in a fashion similar to the VCCS Policy Manual and contains numerous references and links to pertinent information in the VCCS Policy Manual and other applicable documents. SCHEV, VCCS, our College Board, our leadership team (President’s Advisory Council-PAC), and College committees all have the opportunity to recommend revisions and updates to the Manual, but all changes must be first approved by the President before implementation. The document itself is maintained by the Office of the Vice President of Financial and Administrative Services. Notification of revisions and updates to the VHCC F&S Manual will be sent to all current VHCC faculty, staff, and administrators via e-mail and will be posted on the home page of the VHCC F&S Manual during the academic year in which the change occurs.
VHCC faculty, staff, and administrators are responsible for knowing and following the policies and procedures contained in the VHCC F&S Manual. If a conflict exists between a policy stated in the VCCS Policy Manual and the VHCC F&S Manual, the VCCS policy will have precedence. Nothing in the VHCC F&S Manual should be interpreted as creating any right or benefit not duly authorized as provided by law, or which is contrary to any law, policy, rule, or regulation of the Commonwealth of Virginia or of the State Board for Community Colleges. Nor should anything contained in the VHCC F&S Manual be interpreted as restricting the authority of the State Board for Community Colleges as conferred by the Virginia General Assembly.
In order to ensure that our Faculty and Staff Manual is kept current, certain offices are assigned responsibility for each Section as follows:

Updates to VHCC F&S Manual since posted on-line in March 2007:
- Section 6.7.3 The Student Grievance Policy has been updated to reflect changes as approved by the Student Advisory Committee and Dr. Wilkin. (completed 3/27/07 tlr)
- Sections 5.7.0, 6.5.2, and 6.5.9 have been updated to mirror changes to the VCCS Policy Manual as approved by the State Board for Community Colleges. (completed 4/11/07 and 5/18/07 tlr)
- Section 1.3.0.1 Updating Mission Statement has been added (completed 7/10/07 nkk)
- Section 2.2.4 VHCC Committee Structure has been updated to reflect committee members assigned for the 2007-2008 academic year. (completed 9/19/07 tlr)
- Sections 6.1.1 (admission requirements), 5.2.0.0 (degree program), 5.2.2.0 (major), 5.2.5 (honorary degrees), 5.3.0 (review and approval procedures), 5.7.4 (repeating a course), 5.7.0.3 (cumulative grade point average), and 5.7.0.3 (curriculum grade point average) have been updated to mirror changes to the VCCS Policy Manual as approved by the State Board for Community Colleges. - Section 3.9.1 Nine-Month Faculty Summer Pay has been updated to reflect policy developed in accordance with VCCS Policy 3.8.2. (completed 11/30/07 tlr)
- Section 3.10 Faculty Leave has been updated to reflect VCCS Policy Section 3.9.0 - Section 3.9.14 (completed 1/31/08 nkk)
- Section 2.2.1 Virginia Highlands Community College Board, the Bylaws of the Virginia Highlands Community College Board have been updated with the addition of Section 3.6 Naming Buildings. (completed 1/31/08 nkk)
- Section 3.12.2 Reassignment of Administrative and Professional Faculty has been added, providing a link to VCCS Policy 3.4.0.5.4 of the same name. (completed 2/8/08 tlr)
- Section 4.4.1.6 (3) Fitness/Nature Trail and Other Campus Use Guidelines revised to read "Any recreational activities including, but not limited to, ..." (completed 3/18/08 tlr)
- Section 6.1.1 General Admission to VHCC has been revised to mirror changes to the VCCS Policy Manual as approved by the State Board for Community Colleges. (completed 3/18/08 tlr)
- Section 3.2 Recruitment and Selection of Personnel has been revised to mirror the VCCS Policy Manual and update links to VCCS Policy Manual. (completed 5/9/08 tlr)
- Section 2.2.1.1 Building Naming Policy has been added as approved by the State Board for Community Colleges at the November 15, 2007 State Board Meeting. (completed 5/9/08 tlr)
- Section 2.2.4.2 Student Association updated Student Association Constitution with March 2008 Revised copy. (completed 6/2/08 nkk)
- Section 3.9.11 VCCS Faculty Compensation Plan has been updated to include the 2008-2009 VCCS Salary Schedule. (completed 6/18/08 nkk)
