Goals, Objectives & Strategies

OEC is committed to:
GOAL 1: SERVE AS ADVISORY BODY TO THE OREGON EMPLOYMENT DEPARTMENT
Objective 1: Provide opportunities for two-way communication and education.
Strategy 1: Ongoing dialogue between the Department and OEC members at the
local and state levels.
Strategy 2: Mutual education of policies, programs and needs of the OED and
OEC members.
Objective 2: Provide business input for process improvement of workforce
development system.
Strategy 1: Serve as test market for new products and services of the ED.
Strategy 2: Make recommendations on existing services and strategic plan.
Objective 3: Support the Employment Department’s mission, values and initiatives.
Strategy 1: Support the Department with testimony, letters of support, etc.
Strategy 2: Promote the Department’s services in the business community.
Strategy 3: Help the Department create one-to-one relationships between
employers and OED account reps to best meet the needs of business.
GOAL 2: DEVELOP STRONG COMMUNITY AND BUSINESS PARTNERSHIPS
Objective 1: Develop strong partnerships
Strategy 1: Identify partners through assessment of the local community.
Strategy 2: Invite identified partners to actively participate in activities,
programs and projects with local councils and the state council.
Strategy 3: Under direction of the local chairs, participate in local community
projects and efforts undertaken by community partners.
GOAL 3: BE A POWERFUL VOICE TO ELECTED OFFICIALS
Objective 1: Present a focused legislative agenda
Strategy 1: Identify key bills each legislative session to be tracked, reported
on, and action taken by local and/or the state council.
Strategy 2: Update, educate and distribute workforce related information to
local councils, chairs and partners.
Strategy 3: Disseminate workforce related information to the membership
with specific points to address with elected officials and
candidates.
Strategy 4: Follow-up with elected officials on workforce related issues
during congressional visits.
Objective 2: Establish a strong legislative presence
Strategy 1: Maintain a legislative process guide for addressing legislative
issues with elected officials.
Strategy 2: Communicate with elected officials to develop strong working
relationships and influence change.
Strategy 3: Develop and present testimony at congressional and state
hearings.
GOAL 4: BE A RECOGNIZED AUTHORITY ON EMPLOYMENT AND WORKFORCE ISSUES
Objective 1: Develop and grow a high quality professional organization
Strategy 1: Develop, maintain and disseminate OEC membership database of
employer members and their area(s) of workforce expertise.
Strategy 2: Maintain a value-added assessment of OEC resources including, a
review of technology, staff, educational materials and seminar
programs available to share with members and other partners.
Strategy 3: Develop and maintain broad cross-industry representation on
local councils.
Strategy 4: Expand offering and dissemination of educational materials and
information regarding employment and workforce issues to other
similarly interested organizations.
Strategy 5: Be an effective private sector partner in the evolution of workforce
development under the Workforce Investment Act.
Objective 2: Develop and maintain relationships with similar organizations, partners and elected officials.
Strategy 1: Maintain an active role in national activities.
Strategy 2: Develop active roles with the Oregon Workforce Investment
Board (OWIB), regional workforce investment boards (RWIBs)
and local workforce investment boards (LWIBs).
Strategy 3: Invite members of OWIB, RWIBs and LWIBs to actively
participate in local and state OEC activities.
Strategy 4: Maintain relationships with One-Stop partners.
Strategy 5: Develop relationships and maintain ongoing dialogue with elected officials regarding employment and workforce development.
