Some application forms are available in two formats: eForm and PDF. The eForm format is an MS Word document that can be filled in on-screen and then printed for signing. The PDF format requires that the Adobe Acrobat Reader be installed on your computer. The PDF file must be printed and then filled in and signed.

Project Information and Tracking Sheet (for use with all site plans, commercial subdivision plans, residential subdivision plans, or erosion and sediment control plans)
This form must be provided with the initial submission of a site plan, commercial subdivision plan, residential subdivision plan, or erosion and sediment control plan. An updated form should be provided with subsequent plan submissions if any of the information changes as projects proceed through the plan approval process. The information on the Project Information and Tracking Sheet allows the Department of Public Works to track important information about your project.
Erosion and Sediment Control and Chesapeake Bay Permit Application (for use with the building permit application for single family dwelling or accessory structure.)
This application form is required with the building permit application for construction of a single family dwelling or accessory structure. The form requires applicant information, the attachments listed on the form, and identification of the areas of impervious cover for the site.
In addition, the application form includes an "Agreement in Lieu of Erosion and Sediment Control Plan", which requires identification of the Responsible Land Disturber. The form also provides for a County determination of Chesapeake Bay Preservation compliance, for qualified applicants.
Security Forms (required for issuance of most Erosion & Sediment Control Permits)
Security documents secure performance obligations pursuant to the Erosion and Sediment Control laws and regulations. Three different types of security are available to applicants: letters of credit, surety bonds, and cash bonds. Approved security is required for an Erosion and sediment Control Permit, except for certain single family dwellings and accessory buildings. The "Instructions" document provides more detail as to requirements for use of these forms.
Water Quality Impact Assessment (for use with applications for approval of site plans, subdivision plans, and other land disturbance activities)
This form is required for most development approvals. More detail relating to the requirements is available in the Hanover County Code, Chapter 10, Article II, Chesapeake Bay Preservation. The form requires applicant information, site-specific environmental information, and certain attachments.
In addition, the Water Quality Impact Assessment form includes certifications relating to a site-specific perennial flow and wetlands determination.
Land Disturbance Permit Application (for use with all regulated land disturbance activities)
This application form is required for land disturbance activities that are (1) equal to or greater than 2,500 square feet in a Chesapeake Bay Preservation Area or (2) equal to or greater than 10,000 square feet in a non-Chesapeake Bay Preservation Area, except those activities allowed under the single family building or accessory structure permit.
Permit approval requires: an Erosion and Sediment Control Plan prepared by a qualified professional, a Water Quality Impact Assessment, including the delineation of wetlands and Chesapeake Bay Preservation Areas, and security in an amount approved by the Department of Public Works, to cover the cost of the required Erosion and Sediment Control measures.
Exception Request Application (for use when requesting an exception to the County's Chesapeake Bay Preservation ordinance, $400 fee when public hearing is required)
The County Code provisions relating to Chesapeake Bay Preservation allow exceptions to the requirements in limited circumstances. The Exception form must be submitted in order for such an exception to be considered by the Director or the Planning Commission, as applicable.
The Exception Request Application requires applicant information, certain attachments, and information as to the circumstances on which the request is based. Some exception requests require review of the Planning Commission, which may act only following a public hearing.
The county Code provisions relating to Chesapeake Bay Preservation allow an applicant to request a vested rights determination in certain circumstances. The Vesting form must be submitted in order for vested rights to be considered by the Director.
The Vesting Determination Application requires applicant information, certain attachments and information as to the status of the development on which the determination request is based. Vesting determinations are evaluated on a case-by-case basis.
No Charge Residential Waste Account
Approval of this application allows County citizens to dispose of up to 4000 lbs. of residential solid waste, other than construction or demolition waste, at no charge, in an oversized vehicle or trailer.
Solid Waste Disposal Charge Account
This application form must be filed to apply for a charge account that is required for a Waste Account for commercial users.
Residence Vehicle Decal Permit Application And Agreement
This application form shall be used by Hanover County residents using out-of-county commercial/farm vehicles wishing to dispose of their personal residential household generated solid waste, as detailed by Hanover County Solid Waste Disposal Regulations, delivered to the Convenience Centers or Transfer Station free of charge. The permit is accompanied by a permanent decal which is to be removed if vehicle is sold or transferred.
