On October 13, 1994, Governor George Allen signed into law legislation which established a two-tiered community corrections system. This was accomplished through the passage of three acts that address intermediate sanctions and punishment for minimum security, nonviolent defendants, and offenders.
The first act, the Statewide Community Based Corrections system for state responsible offenders, will be established and operated in a centralized fashion by the Department of Corrections.
The other two acts, the Comprehensive Community Corrections Act for local responsible offenders and the Pretrial Services Act, will be locally established and operated with state funding made available through the Department of Criminal Justice Services (DCJS). While the Pretrial Services Act is new, the Comprehensive Community Corrections Act expands upon and replaces the Community Diversion Incentive (CDI) Act.
The Counties of Hanover and Caroline, and the Town of Ashland, by resolution were authorized to respond to the Comprehensive Community Corrections Act for local responsible offenders (Virginia Code Section 9.1-173 through 9.1-183) and the Pretrial Services Act (Virginia Code Section 19.2-152.2 through 19.2-152.7). The programming contained in this manual is a multi-jurisdictional effort. By agreement, Hanover County serves as program administrator and fiscal agent for the two above-mentioned acts. The Community Criminal Justice Board (CCJB) will oversee the programs, which will serve in an advisory capacity to the Counties of Hanover and Caroline. The CCJB was established in compliance with, and pursuant to, Virginia Code Section 9.1-178 and by resolutions from the governing bodies.
