Mipex

MIPEX is a European project which brings together organisations, research institutes and associations throughout Europe with the financial support of the INTI programme of the European Commission.

In 2007, the Migrant Integration Policy Index (MIPEX) developed a set of indicators to evaluate national – and, where relevant, regional and local – integration policies. These indicators were grouped into six strands: labour market access, family reunion, long-term residence, political participation, access to nationality and anti-discrimination.  As a comparative EU-wide dataset on indicators in the field of integration, it has become a key reference tool for international policy evaluation, stakeholder peer reviews, benchmarking, and state-of-the-art comparative political science research, and has brought together diverse policy actors for focussed, comprehensive, fact-based debate.

What is the aim of this project?
The project aims to compare current laws to integrate migrants in 28 European and non-European countries, covering six key policy areas: labour market access, family reunion, long-term residence, political participation, access to nationality and anti-discrimination. MIPEX measures policies to integrate migrants in 28 EU Member States and three non-EU countries. It uses over 140 policy indicators to create a rich, multi-dimensional picture of migrants' opportunities to participate in European societies.

Best practice for each policy indicator is set at the highest European standard, drawn from Council of Europe Conventions or European Community Directives. Where these are only minimum standards, European-wide policy recommendations are used. Since policies are measured against the same standards across all Member States, MIPEX is a benchmarking tool to compare performance.
