Post-tsunami: how UK higher education can help Sri Lanka

A report written by Professor David Swinfen (ex Vice Principal of the University of Dundee) following his review visit to Sri Lanka from 14 to 26 February 2005.

UK – Sri Lanka Partnership Links Scheme

WHAT IS THE UK-SL PARTNERSHIP LINKS SCHEME?
As part of the UK education sector response to the Asian tsunami disaster of December 2004, the UK Department for Education and Skills (DfES) provided funding to encourage links between UK and Sri Lankan training providers. We set up the UK-SL Partnership Links Scheme to facilitate redevelopment and capacity building in Sri Lankan institutions in tsunami affected regions (building on the recommendations of the Swinfen Report (PDF - 614 KB) which we commissioned in February 2005 to look at potential UK-SL Higher Education collaboration).

UK and Sri Lankan higher and further education institutions were invited to apply for a contribution of up to £5,000 towards a UK-Sri Lankan partnership project.

Key activity areas included human resource development, curriculum development and institutional and systems development within Sri Lanka higher education institutions. Proposals were expected to have both tangible and intermediate outputs, a sustainable impact, and benefits for tsunami affected people or regions.

APPROVED PROJECTS:
Eighteen applications were received of which eight projects were selected for funding and are listed below. Target sectors included agriculture, healthcare, social care, and policy research.
