Who We Are

Meet the Team in Ottawa and Montréal

Director: Liliana Biglou

Liliana joined the British Council Canada as Director in 2010. She started her overseas career with the British Council as Assistant Director in Malawi in 1992 to 1996 . Her later postings include Deputy Director British Council Ghana as well as Director Kazakhstan and Kyrgyzstan, Ukraine, Romania and Kenya. She was also Regional Director for South East Europe . Her academic background is in Polish and Russian language and literature and library and information management studies, both from London University. In 2002, she received OBE for her British Council work. She is married with two daughters, Natalia and Magdalena.

Resources and Finance Manager: Lily Tam

Lily joined the British Council in 2000, after working with the British High Commission in Ottawa and the British Consulate General in Montreal. Her primary function with the British Council is to implement and maintain Management and Financial Systems.  She also manages all resources in the office and co-ordinates our work in Equal Opportunity and Diversity and Staff Learning and Development.

Director Québec: Sarah Dawbarn

Sarah has been Director Québec since 1989. She has degrees in Art History and Translation and a professional background in museum work and teaching. She coordinates the British Council’s work in Québec and is responsible for the British Council's cultural programmes across Canada.

Marketing and Communications Manager: Salman Cheema

Salman Cheema has joined British Council Canada as Marketing and Communications Manager in September 2011. Before moving to Canada in summer 2011 Salman worked as Marketing Manager at British Council Pakistan. He brings a wealth of marketing and strategic communications experience focused on internal and external communications and social media initiatives.
Salman will be primarily responsible for managing day-to-day marketing efforts and web publishing, as well as ensuring high performance, contributing to the strategic direction of our communications, and overseeing the execution of events and activities. Salman has worked in Germany, UK and Pakistan.

Information Manager Montréal: Liane Fraser

Liane has worked in the Montréal office since 2005. She provides support to Director Québec and to the Language Assistants’ programme in Québec. She also handles educational enquiries for British Council Canada.

Administrative Assistant: Jocelyne Sauvé

Jocelyne provides support to all personnel of the British Council. She studied Administration and Finance in Montréal. Before joining the British Council, she worked in Germany, the Netherlands, Syria and Egypt.
