The number of “third country nationals” (legal immigrants) living in the EU today is 20 million, and rising. While immigration is an important part of the solutions to Europe’s economic, demographic and competitive issues, setting effective legal and political frameworks for integration is a challenge. To shape and improve effective integration policies, it is essential to have comparable information and fact-based dialogue.

What is the Migrant Integration Policy Index (MIPEX)?
The MIPEX is a reference guide and fully interactive tool to assess, compare and improve integration policy. It measures integration policies in all EU Member States, Norway, Switzerland, Canada and the USA. Using over 200 policy indicators it creates a rich, multi-dimensional picture of migrants’ opportunities to participate in society.
How does MIPEX work?
MIPEX covers seven policy areas which shape a migrant's journey to full citizenship:
Best practice for each policy indicator is set at the highest European standard, drawn from Council of Europe Conventions or European Community Directives. Where these are only minimum standards, European-wide policy recommendations are used. Since policies are measured against the same standards across all Member States, MIPEX is a ‘benchmarking' tool to compare performance.
What’s the methodology?
