EU SKILLS

Building a stable European neighbourhood  

EU Skills, a three-year project was implemented by the British Council and funded by the UK Government’s Strategic Programme Fund in 2009 – 2010. EU Skills project was successful due to the direct support from the Georgian Government, the Prime Minister of Georgia and the State Minister of Georgia for European and Euro-Atlantic Integration

What we achieved?

In order to strengthen the capacity of local state institutions and agencies in Armenia, Azerbaijan and Georgia and to manage the European Neighbourhood and Partnership Instrument and Eastern Partnership processes more effectively the events conducted within the project were as follows:

Capacity-building

10 Training sessions were held by the European experts for up to 200 government officials covering areas such as communication skills, negotiation skills, public relations and media management skills, presentation skills and project management skills as well as European structures’ operation principles and EU terminology.

The comments of the trained public officials were very positive:

’ The training was quite interesting and I am sure it brought enough benefit for everyone.’

‘The seminar was very useful. I use a lot of these terms and sometimes it is difficult for others to guess. I know how to simplify my writing now. ‘

‘ The training gave me more skills to communicate with agencies, government structures, which is so important for my job’

‘ The course fully met my expectations and I hope for future partnership’

‘ Actually this was one of the most relevant capacity building projects I have ever participated’  

Professional Relations and Networking

Regional study tour was held in Lithuania covering issues of major interest to all three countries involved in Eastern partnership Process. Government officials and civil society representatives were given an opportunity to familiarise themselves with the best practice in relation to managing EU processes by the new EU member country.

Georgian member of delegation said:

'Taking into account the fact, that Georgia is on its way of finishing ENP and starting to implement ENPI processes, the study tour was relevant and timely for us government officials. The most important value for me was to actually have the opportunity to compare on the bases of Lithuania experience the changes that affected the country after joining EU taking into account Economic crises which is also relevant for all development countries like Georgia.

I would like to highlight the importance of professional contacts that I was able to make during the visit, I have been communicating with them directly already on the issues of my interest. Many thanks to the British Council for such valuable opportunities.’

Training Manual and Syllabus

Based on the training materials of the project a training manual and syllabus were developed. In addition, an online version of the manual, syllabus as well as EU related book collections will be handed over to three leading universities of Georgia: Ivane Javakhishvili Tbilisi State University based Institute of European Studies, Ilia State University and Georgian University of Public Affairs (GIPA).
