JOINT PROJECTS
Joint Projects are based on multilateral partnerships between higher education institutions in the EU and the partner countries. Joint Projects are implemented at institutional level.
Joint Projects can:
Joint Projects include small scale and short duration mobility activities for students, academic staff, researchers, university administrators and enterprise.
STRUCTURAL MEASURES
Structural Measures contribute to the development and reform of higher education institutions and systems in partner countries, to enhance their quality and relevance, and increase their convergence with EU developments. Structural Measures are implemented at system level with the ministry(ies) of higher education of the Partner Country(ies) directly participating or formally supporting the proposed project objectives.
They can address issues linked to the reform of governance e.g. qualification systems, quality assurance, autonomy, or the links between higher education and society e.g. world of work, other sectors of the education.
This includes studies and research, organisation of national, regional and thematic conferences and seminars, provision of training, policy advice and dissemination of information.
ACCOMPANYING MEASURES
Tempus also finances certain ‘accompanying measures’. Unlike Joint Projects and Structural Measures, these are funded through call for tender or framework contracts. They comprise dissemination and information activities aiming at the identification and exploitation of good practice, consultation of stakeholders, etc.
CONSORTIA
Tempus consortia can decide to work with one partner country , which is known as a ‘National Project’ or with more than one partner country, known as a ‘Multi-country Project’. The make-up of the consortium is different for national projects and for multi-country projects.
Joint Projects:
Consortium for National Project:
•at least 3 HEIs from a Partner Country
•at least 3 HEIs from the EU, each from a different EU Member State
Consortium for Multi-country Project:
•at least 2 HEI from each of the participating Partner Countries (minimum 2 Partner Countries) involved in the proposal.
•at least 3 HEIs from the EU, each from a different EU Member State
Structural Measures:
The same conditions for eligible partnerships as Joint Projects apply to Structural Measures with the additional condition:
The Ministriy/ies of (Higher) Education in the partner country/ies must be involved as "associate partner/s" in a Structural Measures project. "Associate Partners" in projects may not receive funding from the grant except for per diem and travel costs.
