QEM School Library Report
Oregon Revised Statute
ORS 357.005(2)(b) enables the Oregon State Library to access statistics collected by the Oregon Department of Education on school libraries.
The Oregon State Library Board’s Biennial Initiative to analyze, evaluate, and disseminate data on Oregon’s School Libraries, in partnership with the
Oregon Department of Education, is the foundation for this report.
QEM Background
The Oregon Quality Education Model (QEM) was first conceived in 1999 by then-Speaker of the House Lynn Lundquist, who formed the Legislative Council on the Quality Education Model. Lundquist’s idea was to establish an objective and research-based link between student achievement and the resources devoted to Oregon schools to use as a guide in future efforts to fund Oregon schools adequately. In 2001, the Legislative Assembly created the
Quality Education Commission to serve as a permanent body to update and improve the Quality Education Model. These reports attempt to answer the question of how many school libraries in Oregon meet the QEM requirements for a “quality” school library as defined by the Quality Education Commission’s report and interpreted by the Oregon State Library.
