Enforcement and Compliance Goals
Our goal is to maintain statewide compliance with the liquor laws by being firm but fair in balancing service and control.We believe that:
  • Licensees and applicants expect fair and responsive service.
  • The public expects to be able to purchase alcoholic beverages from a reasonable number of outlets.
  • The public expects business operators and alcohol servers to comply with the liquor laws, especially relating to selling alcohol to minors and intoxicated persons.
  • Neighbors of liquor outlets do not want businesses to have an adverse impact on their communities.
  • Our staff works hard to balance all of these concerns in partnership with diverse groups such as local governments: law enforcement, and neighborhood associations to provide quality service to all Oregonians while promoting responsible alcohol use.
MAJOR FUNCTIONS
1. Enforcement and Compliance Services
  • Ensure compliance with liquor laws
  • Provide education and training to licensees and permittees
We believe that licensees are most likely to comply if they know and understand the law and know what is expected of them.We Provide: Special training classes and have many written materials are in several different languages. Verbal instructions and intervention meetings. Conduct Proactive Programs: Minor decoy, adult decoy, DUII program, and a False I.D. program.

  • Issued 253 Criminal Citations
  • Issued 638 Administrative Notices of Violations
  • Conducted 14,428 Observation on Licensed Premises
  • Checked 7,685 Service Permits
  • Intervened at 84 Unlicensed Events: Keg Parties
  • Gave 5,129 Verbal Instructions About Rules and Laws to Licensees
  • Conducted 1,342 Minor Decoy Operations
  • Conducted 2,013Premises Visits
  • 12,459 ID Checked
Statewide we have 36.25 inspectors responsible for our compliance activities.

2. Licensing 
License only qualified individuals and businesses through licensing standards designed to screen out license applicants whose histories show that they would be a poor risk for  complying with liquor laws. We have 21.25 FTE's investigators that handle the entire state's licensing functions. In 2007, there were a total of 12,681 licenses.

Portland Headquarters

The Enforcement & Field Operations Division operates sixteen offices statewide. Staff in those offices conduct license investigations, respond to complaints and investigate liquor law violations. Field office staff also work in partnership with local governments and community groups to resolve problems created by liquor businesses or their patrons.

Free ID checking class
The Portland office offers a free ID checking class the 3rd Wednesday of each month.  Class time is 7:30 p.m. and lasts for approximately 1-1/2 hours.  Call 503-872-5078 to register for the class.

Most businesses that sell alcohol obey the liquor laws and want to be good neighbors. But sometimes problems do occur.
Public safety is our first priority. If you have information on a business that is not obeying liquor laws, we want to know.  
If you have a complaint about a business that sells alcohol, please fill out a Complaint Form and return it to the nearest OLCC office. An inspector will read your report and decide what action to take.
We can enforce the liquor laws best when people with a complaint identify themselves and are willing to testify about the incident. We will also take complaints from people who want to remain anonymous or do not want to testify.

Private Security Personnel

Department of Public Safety Standards and Training Certification

The Department of Public Safety Standards and Training (DPSST) administers certification / licensure of private security constituents in accordance with ORS 181.870-991.  The private security industry is regulated to ensure the interests of the public are aedquately served and protected, and to uphold the professionalism and integrity of the industry.
