Public Safety reorganization adds new administrator, responsibilities

The reorganization of Georgia College’s Public Safety Department has placed a veteran university administrator in the department’s leadership role.

Dave Groseclose, a 24-year Georgia College veteran, assumed his new roles March 13 to lead the police force of 22 as part of his new position as Assistant Vice President for Public Safety, Administrative Services and Special Projects.

Groseclose has served as interim director since August 2007 after former Public Safety Director Ken Vance accepted Gov. Sonny Perdue’s appointment to head Georgia’s Police Standards and Training Council.

The transition has gone smoothly, Groseclose said.

“The reorganization will improve operational effectiveness and the flow of information,” Groseclose said. “The goal is to enhance all aspects of our campus safety activities.”

The department reorganization eliminated the deputy director position formerly held by Richard Goodson but created a new Police Major position and placed emergency preparedness under Groseclose’s leadership.

“It seems very logical for public safety to take on the responsibilities of emergency preparedness and overall campus safety,” Groseclose said.

GCSU veteran Lt. Joe Grant has been promoted to the Major slot and will oversee the patrol and investigative officers and the dispatch operators.

Groseclose commended Grant for his dedication to his position.

“Joe is a fine leader for the officers,” Groseclose said. “He’s ready for this new role.”

And Justin Gaines left his police patrol duties to assume new responsibilities as Coordinator of Environmental Health and Occupational Safety.

Along with the environmental health issues on campus, Gaines will assist with the university’s emergency alert system Connect-ED.

Groseclose has confidence in Gaines’ ability to help ensure the safety of the campus community.

“I’ve always wanted to help those who couldn’t help themselves,” Gaines said. “I’ll continue to work in unison with the police officers to ensure the success and safety of the university.”

The university plans to conduct a nationwide search for an emergency management director which is a new position recommended in the 2009 budget.

Groseclose began his Georgia College career as a buyer in the purchasing department. Through the years he’s served as director of procurement, director of administrative services, director of the physical plant and assistant vice president for budget and human services.

“I’ve always been happy to take on any new challenge that would benefit Georgia College,” Groseclose said. “During the past seven months, my moving boxes have been stacked in the corner in the public safety office. But now I have a new home, and I am excited about this opportunity.”
