1 The term ‘migrants’ refers to ‘Third Country Nationals’ legally residing in an EU Member State, Canada, Norway or Switzerland. It therefore does not refer to refugees or asylum seekers, irregular migrants, intra-EU migrants or citizens with immigrant origins.
