Paul Lister    

Policy Manager, International Division, Ministry of Education, New Zealand    

Paul Lister is the Policy Manager in the International Division of the New Zealand Ministry of Education. He has been a member of the International Division policy team since June 2003 and has been Policy Manager since August 2004. Paul has been with the Ministry of Education since December 1999. During this time he has filled a number of policy roles with responsibility, at various times for policy on Adult Literacy, and Adult and Community Education as well as helping formulate and implement policy in a wide range of area of tertiary education policy. Prior to joining the Ministry of Education Paul was policy manager at local government level, for the Hutt City Council, and policy manager at the Ministry of Youth Affairs. Earlier in his career he was a senior policy analyst in the Ministry of Housing and the Housing Corporation of New Zealand, and managed the Social Impact Unit of the State Services Commission from July 1987 to May 1989. Paul has a B.A. Honours degree from the University of Otago, and was an international student at Queens University, Kingston, Ontario, Canada between 1977 and 1983 where he gained a Masters degree in Geography.
