Building a stable European neighbourhood    

EU Skills was a project implemented by the British Council and funded by the UK Government’s Strategic Programme Fund. The project was launched in 2009. The project was being organised in partnership with the Government of the Republic of Armenia and incorporated direct input from the Prime Minister of Armenia.

Why were we doing EU Skills?

The goal of the project was to strengthen the capacity of local state institutions and agencies in Armenia, Azerbaijan and Georgia to manage the European Neighbourhood and Partnership Instrument and Eastern Partnership processes more effectively.

How did we achieve this?

The project consisted of the following components and activities:

Capacity-building
Training sessions for government officials were conducted in each country. The training was run by a European expert and covers topics such as communication, negotiation, PR and media management, presentation and project management skills as well as European structures and terminology.   
Networking
Regional workshops that covered topics of current interest to all three countries were organised.   
Experience sharing
A study visit to Brussels for officials from each country was arranged. Participants familiarised themselves with the structure and functioning of European bodies as well as the work process that goes into the European Union’s operations. The project prepared 30 local trainers (ten from each country) who would then disseminate knowledge to others in local training institutions. A training toolkit was developed to support them.
